Membership Meeting Minutes

Meeting was called to order by President, Fred Rollins, at 1105

Members Present: 13

Minutes from the February 20, 2016, meeting were approved with no changes

Treasurer’s Report: $ 975.00 balance; IRS form completed and sent in; no bills to be paid

Reports from other airports:

Shannon has a Fly-In/Camp- In scheduled June 3,4 & 5

Louisa’s grass landing strip has been closed (check NOTAMs)

Lee Fox introduced his guest, Zane, his cousin, who is interested in an aviation career

Fred Rollins announced he would be out of town for the May meeting

The next meeting will be the 3 rd Saturday in May at the Viet Nam Museum near Ruckersville, bring lunch, invite

friends and it will again be at 1100.

The meeting was adjourned at 1215 and we proceeded to the program which was a presentation by Lee Fox

with computer video slides of his flight last May/June from Fredericksburg to Alaska and back.

Seth Cassaday reported that at CHO Landmark Aviation was bought out by Signature

The Virginia Dept. of Aviation along with the Dept. of Transportation has posted a “Welcome” sign at the entrance to GVE.

The Meeting was closed at 1215.

2016 Dues are due – $20.00 per member

An anonymous donor has given the Chapter a donation for next-year’s insurance     payment.

VRT Restoration in Ruckersville has a new paint booth and does good work.

Just inside the entrance to Wal-Mart, you can get a data plate made.

No other-Airport report was made.

Meeting adjourned at 1120 to proceed to program which was the Documentary “B-29 Frozen In Time” and slide/info presentation by Tim Wright.

Meeting called to order by President, Fred Rollins, at 1205

The Minutes from the Sept. 19, 2015, meeting were accepted as submitted.

A discussion was initiated regarding the regularity and location of meetings. It was suggested that the hangar under the residence be used due to the proximity of food prep and storage facilities as well as the propane heater. It was suggested that the club try to meet in Louisa and Charlottesville in addition to our current habit of Gordonsville and Orange. It was also suggested that we fix the 3rd Sat. of every month as our meeting time in order that members might be able to arrange their schedules in advance to be able to attend meetings.

Other Airport Reports:
Shannon's Fly-In was over the top this year. For future reference, it is usually scheduled the end of Oct.

1. Chris asked for feedback on the octane rating preference for fuel should it become available. The choices were between 100 or 94 octane. The Town is interested in the possible sale of fuel to the community at large from the airport facility. The members present seemed to prefer 100 octane.
2. Runway: The Town is talking with the Commonwealth about possible funding sources
3. The Town is interested in seeking National Historic designation for the large hangar as it was on the airport grounds sometime in the 1930's,
4. The 80th anniversary of the Gordonsville Airport is in 2017. The current Lease agreement ends in 2016.
5. There was a brief discussion about Town coordination for the celebration of Airport Day.

Skip Safety Chat:
Skip reported on the FAA presentation at OMH that he attended:
The FAA rep. said that the FAA is no longer performing ramp checks on aircraft. Their focus for compliance will be Certified aircraft used for noncommercial purposes not experimental aircraft.
CFR 43 Appendix A provides guidance for maintenance items which can be performed by owners themselves.
1. The owner performing such approved items must have the aircraft manual in possession.
2. The use of an A&P to supervise the owner's work must meet the easy access criteria.
3. The owner must make sure that the work performed is properly documented.
4. The pilot/owner is the person responsible for making sure that the aircraft is airworthy.
5. Items which are deferred must be rendered inoperable with a notation in the Logbook. If the item is intended to be left deferred, a note is required on every annual inspection.

Lee Fox brought up for discussion several recent aircraft accidents in the local area.

The balance in the checkbook is unchanged. Annual dues of $20.00 are due Jan. 1, 2016.

Airport Layout Plan and AWOS

Gordonsville Town Council meets February 20, 2012

Consideration of airport layout plan update to include AWOS location.

1. Agenda Item 11b: Consideration of Airport Layout Plan Update to Include AWOS Location

 
Bottom Line Up Front (BLUF): Town envisions future t-hangars and taxilanes, per page 2 drawing in attachment.

“BACKGROUND:
Attached is a copy of a proposed update to the Gordonsville Airport Layout Plan (ALP) to show the
location of the proposed AWOS-3 at the airport. This is the same proposed location Council has
seen previously and which was submitted to the FAA for airspace and frequency review in 2011.
The Virginia Department of Aviation (DOAV) requires that all Sponsors update their ALP prior to
approving any final design on this project. Delta Airport Consultants submitted the ALP updates to
the DOAV on January 18, 2012; however, the DOAV also would like the Town to concur with the
proposed location. No other items on the Gordonsville ALP will be affected by this update. The
location of future t-hangar and pavements are shown on the updated plan to demonstrate that they
will not conflict with the proposed AWOS location.
RECOMMENDATION:
Staff recommends the approval of the update to the Gordonsville Airport Layout Plan to show the
location of the proposed AWOS-3 at the airport.”
2. Town Manager’s Report: Airport is TOP LINE ITEM
 
BLUF: Town is going to apply for FY2013 DOAV funding for runway rehabilitation project.
“Airport:
Staff recently met with the Department of Aviation (DOAV) to discuss the Airport’s capital
improvement needs. According to the last DOAV pavement study the runway paving has been graded
poor to failing. This issue must be addressed soon. Staff plans to apply for DOAV funding in fiscal
year 2013 to design a runway rehabilitation project and apply for construction funding in fiscal year
2014. The project scope for design would include a geotechnical study of the runway and some
engineering work that may need to be done because of possible bad soils. Construction would include
grading, repaving, and remarking the runway and installation of new runway lights. We are currently
acquiring cost estimates for the design work. It is difficult to determine an accurate construction cost
estimate before the design is complete. DOAV will pay 80% of the cost for design and construction.
The next most pressing capital need of the airport is obstructions in the southern transitional zone.
Trees that are further out from the original clearing area are approaching a height that would constitute
an obstruction. These trees are beyond the area that was cleared in 2008.
DOAV has changed their funding prohibition for revenue producing products such as credit card
readers for the fuel systems. The Airport Manager is looking into purchasing a credit card reader this
fiscal year for the airport fuel system. The Airport Manager will provide the 33% match required for
the DOAV funding.
The maintenance agreement for the AWOS system has been executed and submitted to VDOT. DOAV is working to
install over 20 systems throughout the state. Currently, all of the proposed sites are going through FAA review. Once FAA
has approved the sites DOAV must apply for a FCC frequency for each one of the sites and finalize cost projections for
purchase and installation of the systems. Prior to the installation of the equipment each airport will be required to sign
another grant agreement whereby the airport will be committing to keeping the airport open and the equipment operational
during the life of the equipment, which is about twenty years. The FCC process could be lengthy and it is conceivable that
the equipment could be installed for a few months before it is actually operational.”
